When I was your age and I wanted something, I would go do research to prove my point to my parents. You have the internet at your fingers so go out and learn all you can about dirt bikes and safety. Make a presentation to your mom to support your side. You can take riding lessons too which may help you mom's concerns.
Like a previous person said, don't whine and nag as that will only show you're immature and NOT ready for the responsibility of a dirt bike.
