First off, I was wondering if 100cc is powerful for a dirt bike. We are planning on using it at our cabin in Montana. We will be taking it on back country dirt roads and up steep hills. Will this be adequate? How fast will a bike like this go? Does it suit my brothers size?

i'd highly suggest NOT getting that bike…. wait around for something bigger within your price range if you have to… you will NOT be happy with that bike for long…. a few days at most…
and depending on the steepness and height of these hills, he may not even make it half way up the first one… couldn't really lean over the handlebars because then the tire wouldn't dig enough becuase of the size of the bike… to compensate he'd have to center most of his weight over the rear tire and that's a disaster waiting to happen.

And at about your height, get a 100cc. I'd go with either Honda or Yamaha.

Between 125 and 250 2 strokes, afraid the 250 might be too much power for my novice skill, while the 125 i may grow out of very quickly
any inputs ?

even a 125 2 stroke is 2 much power but if someone teaches ya youl be fine
Go for 125 or mabey a 100cc

If it is a private road / driveway then yes, but it doesn't sound like it is.
Lets just put it this way; you can probably get away with it if there aren't too many cops around or if you dont have any grumpy neighbors. If there is a cop that stops you, he will probably just tell you that you cant do that and to push the bike home or have your parents come get you.

its 2 stroke. and my step dad did suggest yamalube. but…where do you get that? Walmart? lol

i am 5'4. i have plenty of experience. i was gonna get a crf 150 but they're too heavy. what about a TTR125LE?
i want a bigger engine than a 100cc
