It needs to be 1000 dollars or less. i think i want a 4 stroke 125. i need it to be dependable and need almost no matinence. i will be jumping stuff but no more than 10 feet.

How can I convince my parents to getting a ATV or dirt bike?

First you have to show that you have thought everything out. Where will you ride and how will you get there? Do you have friends who ride also or a public track so that you will not be riding alone? (Got to think safety – parents appreciate that) Riding gear is very important and must be included. (Safety again – I broke my foot once jumping basically because I crashed and was wearing my Nike shoes instead of my riding boots and the bike landed on left foot) Who is paying for everything? (If they are paying, you should show that you are willing to make some kind of sacrifice or contribution) Lastly, I would suggest the dirt bike myself as I was able to learn more tricks and have more fun on it and they are easier to get one that is the right size for you no matter your age.
And why?

On new honda quads FMF performs the best also on 4 stroke dirt bikes.. Yamaha performs the best with white bros. e-series.

I have never ridden either and would like to get into dirt riding as a hobby. Nothing serious, just for fun, mostly trail riding. I -think- I would be happier on a dirt bike, even though I've never ridden a motorcycle before. I'm 6'1, 260, and admittedly not the most graceful person in the world. I've read the debates and understand that either can be dangerous in the hands of someone careless. So I guess my biggest question is, can a slightly clumsy noob learn to handle a dirt bike?

Well since you said your not that graceful..i would recommend getting a 4 wheeler first…dirt bikes arent hard to drive..obviously 4 wheels are easier than 2 though
The brush on my dirt bike got broken off and is hanging by the electrical wires. can i twist some copper wire with cotton and screw it back on so there will be something to hold the charge?

Replacing is the better idea. do it up the best you can for the moment.

I got to say, that would look pretty sweet. I know a guy that used to ride around on his cruiser wearing a full 3-piece suit and tie.
Your best bet is to find something that's plain white and having someone airbrush a tuxedo look on to it. Then you could just wear black pants and black boots. Just make sure they airbrush in the handkerchief in the pocket and a nice red rose in the lapel!

Hard to guess top speeds, as rarely reached and feels faster than probably is, but 125 70mph and 250 90mph as a dirt bike rider i would say it more down to your size and weight, personally i like one you can throw around, yeh if i got a 500 it would be alot faster, but throwing round the bends and controlling in the air, small one is better (as i only 5ft 8in and about 10 stone).
Years 01-06

For atvs there are very little to chose from in the 2 stroke side in those years. i prefer 4 strokes, and the entire industry is going to 4 strokes wether anyone likes it or not. the liberal EPA has seen to that.
